Dorrington Parish Council – Notice of Meeting

MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING
Monday 20th September 2021

Present ;    Cllr Drury (Chair), Cllrs Newton, Carrington and Unwin.
        Cllrs Kendrick, Clegg and Clarke
In Attendance: Angie McDonald, Clerk and Proper Officer.

Public Forum
County Cllr Kendrick’s monthly report had been sent round to all councillors.  He confirmed the hedge has been trimmed at No.37 but he will ask Highways to come out to check.  He confirmed he will raise the bridge issue to check progress.  Speed checks have been delayed due to lack of staff.  Rob will chase implementing a speed check for Main Street.
Due to underspend an extra £10million will be put into minor roads 
The Chairman asked about the Broadband as the in this area it is still disappointing.  Cllr Kendrick to look into it.

District Cllr Clarke spoke of free trees via the Woodland Trust.  The planning rules are currently being reviewed by the Government.

District Cllr Clegg confirmed the Purple Bins first collection will take place from 27th Sept. NK are finding homes for some of the refugees from Afghanistan.  He asked if the Parish Council would consider NK topics for 5 mins talks he could give at the start of meetings.
    
1.    Chairperson's welcome: 027/21:  The Chairman welcomed everyone to the meeting and introduced Angie McDonald.  She will be standing in and taking the notes for the Clerk for this meeting.

2.    Apologies and reasons for absence: 028/21: Jackie Hayes sent her apologies. 

3.    Declarations of interest in agenda items: 029/21:None

4.    Notes of previous meeting held on 19 July 2021: 030/21:   These were proposed by HC and seconded by SU that the notes be accepted as a true record.  Signed by the Chairman.

5.    Planning: 031/21:       21/0978/VARCON – The Old Stables, Main St amended details 
    21/0979/LBS – The Old Stables, Main St amended details
    No comments to either application.
    21/0953/HOUS – 48 Main St, summer house. Decision Notice.  Approved by NKDC
    21/1103/PNND – Dorrington Farm poultry units decision notice.
    21/1325/PNAGR – Land at Dorrington House Farm, agricultural grain store.
    No objections

6.    Finance: 032/21:    The Clerk circulated the reconciliation prior to the meeting
       The Bank Balance is currently £18743.62
    It was proposed by TN, Seconded by HC the following accounts be paid.
    Salaries/Expenses        405.80
    MalcFirth            210.00
    Dorrington Chapel Rent      20.00
    Bank transfer was signed
7.    Regeneration of play areas: 033/21: – Playground equipment monthly inspection has been carried out by TN.
    RoSPA Annual report action - Chairman to adjust the gate and carry out the minor points raised.   The Chairman will also check the junior swing unit to see if they need replacing or can be repaired.
    WI bench installation - TN now has resin and needs to fit spikes to the bottom of the seat.  Chairman offered to help with putting the bench in place.

8.    Co-option of new parish councillors: 034/21: – Application received from Robert Young.  All agreed to co-opt Robert Young.  The Chairman to meet with him and hand over the documentation to be completed.

9.    Speed watch: 035/21: – The action for the static speed check was updated from Cllr Kendrick during the County Councillors section at the beginning of the meeting.

10.    Hedge 37 Main Street: 036/21: – County Cllr Kendrick has reported on this.  The Chairman confirmed its ok for now, but will need pruning again in the spring.

11.    Fence between play area and new development: 037/21: – A letter has been sent to developer by the clerk.  No response has been received to date.

12.    Safety Signage on Playgarth: 038/21 – There has been no response from the Highways agencies.  The Parish Council agreed to raise awareness of site.  HC to investigate signage that could be erected by the council on the site. HC to look into prices and will present at the next meeting.

13.    Environment Agency damage to bridge: 039/21:  Cllr Kendrick confirmed he will raise the issue again. The Chairman to confirm the dates of the incident and the Clerk to forward information to Cllr Kendrick.

14.    Maintenance of Website: 040/21:  LALC have confirmed the price for the maintenance packages.  This is different from previous decision made at the last meeting.  The Clerk confirmed the details of each package and it was agreed to revert to the basic maintenance package of £5.00 per month.   All agreed

15.    Minute Book: 041/21: The old style Minute Book is almost full.  It was agreed from now it will be replace with a loose leaf file, with all pages numbered consecutively.  All agreed.

16.    Odour from chicken farm: 042/21:  Concerns about the recent increase in foul odours from the poultry units on the fen, regardless of weather conditions, was discussed.   It was agreed to write to the ARM Poultry Ltd first. If no response then the complaint will be forwarded to NK Environmental Health.

17.    Correspondence: 043/21: The following correspondence has been circulated to the councillors prior to the meeting    
    a) Bus service improvement plan
    b) Pharmacy services.    

18.    Items for next agenda: 044/21: 
    Weeding around village cross.
    Grass cutting village Green
    Corner of Dixon Avenue grass cutting
    Free Trees – Choose location and type. List of trees being supplied.  TN wanting a Bean Tree.

19.    To resolve to move into confidential session: 045/21:  It was agreed to go into the confidential session.

20.    Confidential notes: 046/21: – clerk’s sick pay was discussed.

21.    Date and time of next meeting: 047/21: – 1st November 19.00hrs and to include the Annual Parish meeting


21.00hrs. There being no further business the Chairman declared the meeting closed.
