MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING

 

Monday 1 December 2025

 

Present; Cllrs Drury (Chair), Cllrs Unwin, Hayes and Newton 

In Attendance: Gerald Garton, Clerk and Proper Office

Public Forum:   One member of public attended for agenda item 16

1. Chairperson's welcome: 080/25: The Chairman welcomed everyone to the meeting.  

 

2. Apologies and reasons for absence: 081/25:   Cllr Darby due to illness and Cllr Kendrick LCC

 

3. Declarations of interest in agenda items: 082/25: None

 

4. Notes of previous meeting held on 13 September 2025: 083/25:   These were proposed by JH and seconded by SU that the notes be accepted as a true record. Signed by the Chairman.

 

5. Planning: 084/25: - 25/1269/FUL parcel locker Musician Arms – no comment

Report by chair of planning committee.

 

6. Finance: 085/25:    The Clerk had circulated the reconciliation prior to the meeting

                               

Since last meeting the following amounts including VAT were approved:

Grass cutting                          £     277.76

Chapel rent        £       30.00

Microsoft 365                        £       84.99

 

It was agreed to make the following payments:         rent                   £ 30.00

              goal post installation £171.50

 

Our insurers, Zurich Insurance, have been notified of change to asset register re goal posts and there is no additional charge.

 

The next meeting will be budget setting and precept deciding. Councillors were asked to make them selves aware of this year’s expenditure and consider next year’s activities and subsequent budget

 

7. Regeneration of play areas: 086/25: – Playground equipment monthly inspection to be carried out by TN. Another meeting of the subcommittee is needed to discuss inspections.

The clerk read an email from a resident thanking them for installing goal post and enquiring about providing a second one. The clerk has already responded to the resident.

 

8. Highway Issues: 087/25: - Speed limit on Fen Road, unanimously agreed not to pursue this.

 

9. Open Gardens 2026 088/25: - Deferred

 

10. Waver 089/25: - No response from Sil Willoughby parish council. BD to continue to obtain solicitor quote.

 

11. Hedge at 43 Main Street 090/24: - Unanimously agreed not to take any further action regarding this issue.

 

12. Gov.uk domain progress: 091/24: - it is anticipated that the new domain is up and running but needs testing. The clerk gave each councillor their confidential personal password. The email addresses had already been circulated. 

 

13. IT policy adoption: 092/24: - Clerk explained it was necessary with gov,uk domain and prior to meeting had circulated a policy. This was adopted.

 

14. Defibrillator Checking: 093/24: - The present sole checker is JH but she felt it would be advantageous to have a second checker.  It was agreed that would undertake by PB and JH would assist in training. Deferred pending PB attendance at meeting.

 

15. Clerk’s hours: 094/24: The clerk’s current contract is 2.5 hours per week. Hours to be increased to 4 hours week starting 1.4.2026

 

16. Councillor vacancy: 095/24: There is currently a vacancy. Thomas Gray applied for the vacancy, and it was unanimously agreed to co-opted him on to the parish council. He subsequently signed declarations and declarations of interest form for sending to NKDC. He was also given his gov.domain web password. JH added this details for inclusion on parish councillors WhatsApp group.

 

17. Correspondence: 096/24: - Sports Facility survey

 

18. Items for next agenda: 097/24: - Bus layby markings to west of B1188. Annual calendar of meetings

 

19. To resolve to move into confidential session: 098/24:  None

 

20. Confidential notes 099/24: None

 

21. Date and time of next meeting: 100/24: 5 January 2026 at 7.00pm

 

 There being no further business the Chairman declared the meeting closed at 21.00.
