MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING MONDAY 17 AUGUST 2020

This meeting was held during covid19 restrictions using Zoom virtual meeting.

Public Forum: No members of the public requested access to the meeting

Cllr Kendrick informed the meeting of: his newsletter, pavement licenses, covid actions and emergency funding, eastern bypass. He acknowledg ed receipt of clerk’s email concerning parking on Main St near B1188 junction, but after discussion and the response from Kirk House, the parish council suggested that any further action be put on hold to enable council to monitor developments.

Cllr Clarke informed the meeting of: government’s white paper on policies is awaited, Brexit preparations, covid19 actions, boundary charge consultation.

PCSO Woolerton did not attend and didn’t send a report.

1. Chairman's Welcome: The Chairman thanked all parish coun cillors for attending. The clerk informed the meeting that he is now sufficiently recovered to resume most of his duties and thanked the parish council for their support.

2. Apologies and reasons for absence: Cllrs Unwin and Clegg sent their apologises.

3. Declaration of Interest: None.

4. Notes of previous meeting held on 20 July 2020: These were proposed by JH and seconded by DB that the notes be accepted as a true record. To be signed by the chairman at a later date.

5. Planning 025/20: A plannin g application 20/0685/VARCON for barn 21 Main St has been received.

No comments had been received.

Planning application 20/0822/RESM for reserved matters for 4 houses at the rear of 24-34 Main St.

The parish council has received a copy of objections raised by a member of the public, which was discussed. Cllr Clegg also received a copy. The parish council noted the contents of the objections and decided to object to the application due to uncertainty with agricultural access to field to the south, and the pressures the development will have on the storm water and sewage services.

Action: Clerk to submit council’s objections to NKDC planning

6. Finance 026/20: The clerk had already circulated reconciliation. The available financial resources were £20324.24 excluding unpresented cheques and prior to the approval of this meeting’s expenditure.

An invoice from Malc Firth Landscaping was outstanding and required processing.

7. Regeneration of Play Area 027/20: Monthly inspections of playground equipment have been undertaken by TN. Post meeting note August inspection by TN revealed the need for two new swing seats. Clerk to order 2 seats from Sutcliffe Play at a price of £42.00 (plus VAT and, possibly carriage)

8. Neighbourhood Plan 028/20:Neighbourhood Plan 028/20: The chairman reported on the progress of neighbourhood plan. No funds have been received by the parish council to date. Significant work has been done around green spaces.

9. CoCo--option of parish councillor 029/20: Two vacancies still exist for parish councillors. The parish council will continue to endeavour to fill these vacancies.

10. Representative for Welfare Charity 030/20: RY confirmed that he had been in contact with Sue Tong, the charity secretary, to inform them that he will be the parish council representative.

11. Playgarth 031/20:Playgarth 031/20: Tree works are ongoing, and the contractor is returning soon with a cherry picker to remove branches in the vicinity of the service cables.

12. Painting of Telephone Box 032/20: Two quotes (internal and external) from the painter are still awaited.

Action; RY to pursue

13. Hedge obstructing footpath 033/20: This hedge at 37 Main St is obstructing the public highway and BD has logged this with LCC with a reference no of 4151046.

14. Main St/B1188 junction 034/20: The visibility at this junction has much improved following response from Kirk House and the cutting back of hedge. It was decided to keep this under review for the time being.

15. Highway Road Surface Fen Rd 035/20: BD has logged this with Highways Agency and the reference no is 4151048.

16. Correspondence 036/20: The clerk had electronically circulated all relevant correspondence.

17. ItemsItems for next agenda 037/20: Pot holes on Playgarth, B1188 junction and Main St near chapel.

18. To resolve to move into Closed Section: There were no closed session agenda items.

20. Date and time of next meeting: The next meeting is planned for 21 September at 7.00 via Zoom.
