MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING MONDAY 12 OCTOBER 2020

Present: Cllr Drury (Chair) Cllrs Unwin, Hayes and Newton.

This meeting was held during covid19 restrictions using Zoom virtual meeting.

Public Forum: No members of the public requested access to the meeting.

1. Chairman's Welcome: The Chairman thanked all parish councillors for attending.

2. Apologies and reasons for absence: Cllrs Clarke and Clegg sent their apologises.

3. Declaration of Interest: JH declared an interest in agenda item 15

4. Notes of previous meeting held on 17 August 2020, 038/20: These were proposed by BD and seconded by JH that the notes be accepted as a true record. To be signed by the chairman at a later date.

5. Planning 039/20: Planning applications 20/0531/FUL and 20/0719/LBC for Agricultural Worker’s Dwelling has been received. No comments had been received. A decision on application 20/0685/VARCON has been received.

6. Finance 040/20: The clerk had already circulated reconciliation. The available financial resources were £19874.91 excluding unpresented cheques and prior to the approval of this meeting’s expenditure.

Invoices from Malc Firth Landscaping, Playsafety, clerk’s salary and Ruskington Parish Council were outstanding and required processing.

Cheques had been processed for clerk’s expenses and anti-virus software.

NKDC had requested information regarding the use of Community Levy in 2019/20. It is the intention to use the expenditure on the defibrillator and bench as community purchases.

7. Regeneration of Play Area 041/20: Monthly inspections of playground equipment have been undertaken by TN. Two replacement seats have been purchased.

8. Neighbourhood Plan 042/20: The chairman reported on the progress of neighbourhood plan. No funds have been received by the parish council to date. SU reported he had appealed for assistance from the parish but only one member of the public responded. The view of the meeting was to put the process on hold for six months to see what progress can be made on community engagement.

9. Co-option of parish councillor 043/20: Two vacancies still exist for parish councillors. The parish council will continue to endeavour to fill these vacancies.

10. Playgarth 044/20: Tree works are ongoing, and the contractor is returning soon with a cherry picker to remove branches in the vicinity of the service cables. However, in the absence of Cllr RY this item was deferred.

11. Painting of Telephone Box 045/20: One further quote for painting the internal and external surfaces preferred. We have received one to date from Tom Atkins.

Action; TN to get further quote from Thomas

12. Potholes 046/20: As instructed, clerk has reported these on FixMyStreet.

13. RoSPA Report 047/20: The fitting of the two new seats and the removal of the old wood surround to the chinning bars to be undertaken by TN.

14. Correspondence 048/20: The clerk had electronically circulated all relevant correspondence.

Due to technical difficulties, Cllr SU didn’t partake in the rest of the meeting.

15. Noise pollution from farm building 049/20: It is reported that repeated alarms are coming from chicken houses during the weekend, predominately on a Sunday.

Action; BD to investigate the ownership of the site

16. Clerk’s annual increment plus 2020 inflation increase 050/20: The clerk reported that from the 1 April 2020 he is due an increment and that the pay scales have changed due to annual inflation adjustments. It was proposed by TN and seconded by JH to adopt these new amounts and was unanimously agreed.

18. To resolve to move into Closed Section: There were no closed session agenda items.
