MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING

Monday 18 March 2024

Present ; Cllrs Drury (Chair), Cllrs Newton, Unwin, Jeram, Darby and Hayes

In Attendance: Gerald Garton, Clerk and Proper Officer

 

Four members of public

Public Forum Cllr Bailey reported on Springwell Solar Farm and national grid inpact and issues with closing date for public comments, 

 

Cllr Bailey left meeting at this point.

 

The public attendees addressed the meeting concerning the rental of allotment plots 1 and 4 which is adjacent to their residence.

1. Chairperson's welcome: 118/23 The Chairman welcomed everyone to the meeting.  

 

2. Apologies and reasons for absence: 119/23:  Absent Cllr Bell

 

3. Declarations of interest in agenda items: 120/23: None

 

4. Notes of previous meeting including closed minutes held on 15 January and 13 February 2024: 120/23:   These were proposed by TN and seconded by JH that the notes be accepted as a true record.  Signed by the Chairman.

 

5. Planning: 121/23: - 23/1416/FUL Fen Rd decision notice.

 

6. Finance: 122/23:    The Clerk had circulated the reconciliation prior to the meeting

 

Since last meeting the following amounts have been paid:

Bank charges £      17.40

Clerk’s salary £    440.68

HMRC                                   £     110.20  

Rent                                       £       75.00

Clerk’s expense/antivirus      £     208.66

LALC subscription               £      160.34

 

Since last meeting the following amounts have been received:

Interest £       64.76

 

    The Bank Balance is currently £19126.16 after unpresented cheques cleared.

 

It was agreed that following accounts be paid.

Hall rental                             £   25.00

Clerk’s salary                       £ 388.68

HMRC                                   £   97.20.

 

7. Regeneration of play areas: 123/23: – Playground equipment monthly inspection has been carried out by TN.

Story corner seating in hand. Posts to be erected by BD and PD and is currently in hand.

Play tunnel/slide is deferred pending outdoor exercise equipment.

 

Grant application submitted by clerk for outdoor exercise equipment submitted. The grant body reported that we need to undertake public consultation and obtain 2 more quotes. Clerk to produce flyer for public consultation and PD to obtain more quotes.

Action: Produce flyer and deliver to every household and obtain 2 quotes

 

Cllr PB arrived at meeting.

 

8. Allotment: 123/23: -Plots no 1 and 4 has been relinquished by Mr and Mrs Atkins. Plot no 2 is also vacant from 25 March 2024. Members of the parish council would like to visit the allotments 1 and 4 site. It was agreed to advertise the vacancy of the allotment nos 1 and 4. It was agreed to let plot no 2 to Gillian Skipper.

Action: Clerk to contact Ms Skipper. Clerk to produce a flyer advertising vacant plot to be delivered to each householder and JH to put on face book

 

9. Flooding 124/23: -  BD to consult with LCC Flood Team.

 

10. Ducks on Highway 125/23: - Thanks to the intervention of Cllr Kendrick, the highways department have offered to erect appropriate signs. PD to contact Cllr Kendrick for timetable.

 

11. Newsletter 126/23: - in hand

 

12. Hedge at 70 Main St 127/23: - This has been resolved

 

13. Meeting Room 128/23: - On going for further consideration and feasibility.

 

14. Speeding tractors 129/23: - BD will review this and act according to any future incidents when he is made aware.

                       

15. Correspondence: 130/23: - None

 

16. Items for next agenda: 131/23: Fen Road maintenance, allotment fencing and gate(s)

 

17. To resolve to move into confidential session: 132/23:  None

19. Date and time of next meeting: 134/32: Next meeting AGM and Annual Parish Meeting Monday 20 May 2024

 

 There being no further business the Chairman declared the meeting closed at 21.20.
