MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING

Monday 16 September 2024

 

Present; Cllrs Drury (Chair), Cllrs Unwin, Bell, Hayes and Darby

Cllr Kendrick LCC, Cllr Bailey NKDC

In Attendance: Gerald Garton, Clerk and Proper Office

Public Forum: Cllr Kendrick spoke on changes to public central government funding following General Election, CEB pylons, flooding section 19 investigation results report in November, promotion of local income benefits.

JH asked about the speed limit between Dorrington and Ruskington. PD asked about local decision on imposing 20mph speed limits. RK to enquiry on both issues to road safety partnership.

Cllr Bailey spoke on Springwell solar farm and C Johnson MP open surgery

1. Chairperson's welcome: 050/24 The Chairman welcomed everyone to the meeting.  

 

2. Apologies and reasons for absence: 051/24:  None

 

3. Declarations of interest in agenda items: 052/24: None

 

4. Notes of previous meeting held on 15 July 2024: 053/24:   These were proposed by PB and seconded by SU that the notes be accepted as a true record.  Signed by the Chairman.

 

5. Planning: 054/24: - 23/0869/FUL – 2 Main St, Musician Arms

                                   23/0749/PNND – Poultry Farm

                                   23/0492/VARCON – Cllr Bailey offered to research

 

In order to respond quicker to application due to parish council meetings being bi-monthly,                   it was decided to form a planning subcommittee. This would comprise of PD, SU and JH. There first task is to agree terms of reference that the full council can approve and adapt.

 

Furthermore, in order to facilitate better communications between councillors it was agreed to form a parish council WhatsApp group. This was organised by PB and is now functioning.

 

6. Finance: 055/24:    The Clerk had circulated the reconciliation prior to the meeting

 

Since last meeting the following amounts have been paid:

Bank charges                       £        6.60

Clerk’s salary                         £    388.88

Exercise equipment                £  5559.38 

Rent                                       £       25.00

Clerk’s expense                     £     155.77

Insurance                               £     102.68

Grass cutting                         £      257.18

 

Since last meeting the following amounts have been received:

Home4home grant               £   5000.00

Allotment rent                       £       20.00

 

    The Bank Balance is currently £16781.03 after unpresented cheques cleared.

 

It was agreed that following accounts be paid.

Hall rental                             £   25.00

Clerk’s salary                        £  388.68

HMRC                                   £    97.20

MalcFirth Landscapes           £  257.18

 

7. Regeneration of play areas: 056/24: – Playground equipment monthly inspection to be carried out by TN.

 

Story corner has been completed. It was decided to install 6no adult seating if timber is available. A sign has been supplied by PD to fix to one of the posts. Taken by BD.

 

RoSPA report. Clerk had prior to meeting sent Freshairfitness a copy of the relevant report but had received no response. PD to investigate. It was unanimously agreed that the two pieces of wooden equipment needs removal and in order to achieve this a site visit was proposed.

 

Equipment grant from North Kesteven Rural England Prosperity Fund for £4265.65 outstanding. PD to discuss with grant body.

 

Due to new equipment purchase the insurance premium has increased this year by £102.68

 

8. Highway Issues 057/24 – None

 

9. Vacancy. 058/24 – Following the resignation of parish councillor Jeram we have been informed by NKDC that the council can now adopt a councillor. It was decided to advise the vacancy via notice boards, web site and Facebook.

 

10. Allotment: 059/24: -Plots no 1 and 4 occupants have asked for the removal of 2 leylandii trees. The clerk has circulated a land register site plan. It was decided to obtain the opinion of the NKDC tree inspector. Clerk to action.

 

11. Waverley boundaries 060/24: - BD to investigate further with land registry. Clerk to find name of solicitors previously used.

 

12. Wheelchair access to Playgarth 061/24: - The clerk had enquired to Kirk House if a footpath was necessary. The managers response was that a path is not necessary.

 

13. Litter bin at Waverley 062/24: - Clerk to purchase a new bin in the region of £302. Clerk to order.

 

14. Village Green Boundary 063/24: - Prior to meeting the clerk had circulated a copy of the land register map for council consideration. BD to talk to residents.

 

15. Laptop 064/24: JH authorised to purchase a laptop to the value maximum of £500.

                       

16. Correspondence: 065/24: - Grit bin – JH to check if current bin has enough capacity before more grit is ordered.
