MINUTES OF THE DORRINGTON PARISH COUNCIL MEETING
Monday 2 October 2023
Present ; Cllrs Drury (Chair), Cllrs Newton, Darby, Unwin and Bell
In Attendance: Gerald Garton, Clerk and Proper Officer.

Public Forum – Cllr Bailey went through the content of her latest update issues including mental health issues and reporting. Immigration and food banks views were sought.
 
1. Chairperson's welcome: 046/23 The Chairman welcomed everyone to the meeting.  
 
2. Apologies and reasons for absence: 047/23: Cllr Jeram (ill-health) and Hayes sent their apologises as did Cllr Kendrick. Cllr Jeram absence was accepted by meeting.
 
3. Declarations of interest in agenda items: 048/23: None.
 
4. Notes of previous meeting held on 7 August 2023: 049/23:   These were proposed by TN and seconded by JH that the notes be accepted as a true record.  Signed by the Chairman.
 
5. Planning: 050/23:  23/0947/FUL – bungalow 21 Main St, 23/0683/HOUS – 38 Main St decision notice and 23/0900/FUL – rear extension 46 Main Street and withdrawal
 
6. Finance: 051/23:    The Clerk had circulated the reconciliation prior to the meeting
 
Since last meeting the following amounts have been paid:
Internal audit £     25.00
Clerk’s expenses £    134.39
Bank charges £     12.80
Hall rental £     25.00
Grass cutting £    476.28
 
Since last meeting the following amounts have been received:
Interest £     56.35
 
    The Bank Balance is currently £18801.13 after unpresented cheques cleared.
 
On-line banking has failed due to HSBC losing application. After discussion it was agreed to apply to Lloyds bank for a business account and on-line banking
 
It was agreed that following accounts be paid.
Hall rental                         £   25.00
Clerk’s expense £  362.78
 
It was agreed to approve the payment of clerk’s expenses which was achieved using telephone banking.
 
Action: Clerk to make online submission to Lloyds
 
7. Regeneration of play areas: 052/23: – Playground equipment monthly inspection has been carried out by TN.
Story corner seating in hand. Posts to be erected by BD and PD and is currently in hand.
Play tunnel. 3m x 900mm drainage pipe is required and a slide on top of the mound
RoSPA report discussed and it was agreed to remove the wooden swings.
Action: BD and TN to remove swing. BD to price pipe and clerk to price slide.
 
8. Village green grass: 053/23: - Clerk to pursue contractor to cut outstanding areas. BD to investigate parking on the village green with the residents
 
9. Notice Boards: 054/23; - The upper notice board needs old correspondence periodically removing.
 
10. Allotment: 055/23: - Item transferred to confidential minutes.
 
11. Village Hall Meeting room: 056/23: - No further action.
 
12. B1188 40mph speed limit 057/23: Cllr Kendrick reported that the speed limit installation is currently with the contractors. 
 
13. Ducks on Highway 058/23: - Discussed a 20mph speed limit around pond area and the erection of beware duck signs. PD to write up requirements and sent to clerk for attention of country councillor.
 
14. Newsletter 059/23: - PA to investigate further.
                       
15. Correspondence: 060/23: Bus shelter update, LIVES appeal and Carers Experience (LCC)
 
16. Items for next agenda: 061/23: Seat on Dixon Avenue and www.gov web addresses.
 
17. To resolve to move into confidential session: 062/23:  One item to discuss
 
18. Confidential notes 063/23:  Allotment.
 
19. Date and time of next meeting: 064/32: Next full meeting on 4 December at 7.00.
 
 There being no further business the Chairman declared the meeting closed at 21. 30.
